摘要
受宗教、社会环境、法律传统等综合因素的影响,英国历史上一直对堕胎持禁止态度,结果却将那些急于寻求堕胎的人引向了非专业医疗人员,使产妇的死亡率和发病率大大提高。随着女性对堕胎合法化的诉求、社会观念的变化、医学技术的进步,英国要求堕胎合法化的呼声越来越高,政府成立伯基特委员会进行调查,在伯恩案的推动以及堕胎法改革协会的努力下,1967年6月,英国议会最终通过了自由党议员大卫·斯蒂尔提出的医疗终止妊娠法案,使医学范围内有条件的堕胎合法化。《1967年堕胎法案》的出台保障了英国女性的身心健康,完善了英国的社会保障制度,但法案仍有很多需要继续完善的细节,以更好地为社会服务。
Under the influence of religion,social environment,legal tradition and other comprehensive factors,the UK had always prohibited abortion in history.As a result,those who were eager to seek abortion had to turn to nonprofessional medical personnel,and the maternity mortality and morbidity rate greatly increased.The appeal for the legalization of abortion in Britain was getting stronger and stronger with women’s demands for legal abortion,changes in social concepts,and advances in medical technology,The government set up the Birkitt Committee to investigate.With the promotion of the Byrne case and the efforts of the Abortion Law Reform Association,the British Parliament finally passed the Medical Termination of Pregnancy Bill proposed by David Steele,a Liberal MP,in June 1967.The bill legalized conditional abortion in medical scope.The introduction of the Abortion Act 1967 has guaranteed the physical and mental health of British women and improved the social security system in Britain,but there are still many details that need to be improved to better serve the needs of society.
