摘要
在中国经济社会发展转向现代化目标的新形势下,城市的发展阶段由“增量扩张”过渡到“存量优化”,加快推进城市更新的战略意义愈发突出。实施城市更新是激发现代化城市空间新动能的应有之义,有助于提升新型城镇化水平,促进城乡融合发展。当前,中国城市更新工作尚处于整体探索期,其发展历程较短,推进模式需要完善,权责关系有待厘清。基于发达经济体的先行经验,以及中国独特国情下呈现的问题特征,城市更新需要重点统筹协调好利益主体和责任主体、制度引领和监管创新、市场力量和政府职能、公益属性和盈利前景、高质量发展和包容性发展等五对关系。未来,瞄准构建现代化城市的更高目标,要在顶层规划、主体架构、资金支持和配套支撑等方面加强城市更新领域的战略设计。
Under the new circumstances that China’s economic and social development has shifted to the goal of modernization,the development stage of cities has transitioned from“incremental expansion”to“stock optimization”,and the strategic significance of accelerating urban renewal has become more and more prominent.The implementation of urban renewal is the rightful meaning of stimulating the new dynamic energy of modern urban space,helping to improve the level of new urbanization and promoting the integrated development of urban and rural areas.At present,China’s urban renewal is still in a period of exploration,with a relatively short history of development,a need to improve the mode of promotion,and a need to clarify the relationship between rights and responsibilities.Based on the experience of developed economies and the problems and characteristics of China’s unique national conditions,urban renewal needs to focus on the coordination of five pairs of relationships:the interest and the responsibility entities,system leadership and regulatory innovation,market forces and government functions,public welfare attributes and profit prospects,and high-quality development and inclusive development.In the future,aiming at the higher goal of building a modernized city,it is necessary to strengthen the strategic design of urban renewal in terms of top-level planning,main structure and supporting facilities.
