摘要
对社区基金会进行分类研究是深化推进中国特色社区基金会高质量发展的有效路径。当前,我国社区基金会在地化发展过程中日渐呈现出政府发起型、企业发起型、社会组织发起型、居民发起型和混合发起型的“多样态”发展路径,且不同类型的社区基金会因发起主体差异而各有优势,并显现出不同的主导特征。政府发起型社区基金会先天具有强力统筹与整合社区资源的优势,企业发起型社区基金会往往具有较为明显的市场运作特征,社区组织发起型社区基金会在专业理念引领与技术支撑方面具有显著优势,居民发起型社区基金会的“软治理”特征较为突出,混合发起型社区基金会在政社企跨界合作及合力型塑方面成效显著。对此,只有用得其所,才能适得其效。
Conducting taxonomic research on community foundations is an effective approach to deepen the high-quality development with Chinese characteristics of community foundations.Currently,in the process of localized development,China’s community foundations are increasingly showing a“diversified”development path consisting of government-initiated,enterprise-initiated,community organization-initiated,resident-initiated,and mixed-initiated types.Different types of community foundations have their own strengths due to the differences in their initiating entities and exhibit distinct dominant characteristics.Government-initiated community foundations inherently possess the advantage of strong coordination and integration of community resources.Enterprise-initiated community foundations often show more obvious market operation characteristics.Community organization-initiated community foundations have significant advantages in professional concept leadership and technical support.Resident-initiated community foundations are particularly notable for their“soft governance”characteristics.Mixed-initiated community foundations achieve remarkable results in cross-sector cooperation and collaborative shaping among government,society,and enterprises.Only by making proper use of these can we achieve the desired effectiveness.
