摘要
山地农业高质量发展对乡村振兴和生态环境保护具有十分重要的意义。本文总结了瑞士、日本的典型山地农业发展经验,从资源禀赋、科技创新、制度引领三个维度对比剖析中外山地农业发展路径,构建中国山地农业高质量发展实践模式。研究发现:资源禀赋是山地农业发展的根本支撑,土地、人才、资金融合创新农业资源综合利用途径,从而提高资源利用率;科技创新是山地农业发展的关键动力,融入创新要素的农业生产技术,能有效激活农业发展活力;制度引领是山地农业发展的重要保障,政府应在财政、金融、生态保护等方面为农业发展搭建良好环境。三者相互融合,能有效提升山地农业全要素水平,助推山地农业高质量发展。
High-quality development of mountain agriculture is of great significance to rural revitalization and ecological environmental protection.The article summarizes the typical development experience of mountain agriculture in Switzerland and Japan,and analyzes the development path of mountain agriculture in China and abroad from the three dimensions of resource endowment,scientific and technological innovation,and institutional leadership,so as to build a practical model for the high-quality development of mountain agriculture in China.The study found that:resource endowment is the fundamental support of mountain agriculture development,land,talent,capital integration and innovation of comprehensive utilization of agricultural resources to improve resource utilization;scientific and technological innovation is the key driving force of mountain agriculture development,the integration of innovative elements of agricultural production technology can effectively activate the vitality of agricultural development;system leadership is an important guarantee for mountain agriculture development,the government should build a good environment for agricultural development in the areas of finance,finance,ecological protection and so on.The mutual integration of the three can effectively enhance the level of all elements of mountain agriculture and boost the high-quality development of mountain agriculture.
