摘要
科学识别旧工业建筑再生利用的关键制约因素,对促进旧工业建筑再生利用实施及城市可持续更新具有重要意义。首先,通过扎根理论总结11个影响西安市旧工业建筑再生利用的制约因素;然后,采用Fuzzy Decision-Making and Trial Evaluation Laboratory(DEMATEL)方法对制约因素之间的关系进行分析,进而确定影响旧工业建筑再生利用的关键制约因素。结果显示,相应的法律法规缺乏、支持政策不足、旧工业建筑信息不齐全和利益相关者认识不足是西安市旧工业建筑再生利用的关键制约因素。这表明政府在旧工业建筑再生利用发展中扮演至关重要的角色。因此,建议优先采取措施使政府对旧工业建筑再生利用加大重视力度并予以支持,发挥政府的引导作用,逐步推动旧工业建筑的再生利用。
It is of great significance for promoting the regeneration of old industrial buildings and sustainable urban renewal to scientifically identify the critical constraints of the regeneration of old industrial buildings.Firstly,through face-to-face interviews with 17 experienced experts in the field of regeneration of old industrial buildings in Xi'an,11 constraints affecting the regeneration of old industrial buildings in Xi'an were summarized based on grounded theory.Then the Fuzzy DEAMTEL method was used to quantitatively analyze the relationship between these factors,and determine the critical constraints affecting the regeneration of old industrial buildings in Xi'an.DEAMTEL method can effectively analyze the relationship between factors in complex systems based on the knowledge and experience of experts,which is more influenced by such subjective factors as scores given by experts.The introduction of fuzzy set theory can reduce the subjective influence of expert evaluation.Thus Fuzzy DEAMTEL method can improve the accuracy of identification of critical constraints compared with the DEAMTEL method.According to the cause-effect diagram calculated by the Fuzzy DEAMTEL method,the lack of corresponding laws and regulations,insufficient supporting policies,incomplete information about old industrial buildings,and insufficient awareness of stakeholders are identified as the critical constraints affecting the regeneration of old industrial buildings.These critical constraints indicate that the government plays an important role in the regeneration of old industrial buildings.Therefore,it is suggested that measures should be taken to improve the government's attention and support for the regeneration of old industrial buildings,such as establishing the perfect old industrial building information database,introducing tax and fee preferential policies,setting up special support funds,standardizing the workflow of each stage,organizing the compilation of relevant standards or norms,and expanding publicity efforts.By prior
