摘要
数字化转型俨然成为企业高质量发展的必然要求。相较于大规模企业,中小企业往往受制于缺乏资金、技术水平有限、人才体系不完善等因素,导致其出现了“不愿转、不敢转、不会转、不能转”的问题。目前各级政府在政务服务、专项资金和政府采购等方面针对中小企业数字化转型制定了一系列支持政策,初步取得一定成效,但在政策的顶层设计、区域差异、精准实施、服务能力等方面还有待加强。基于此,为优化现有的政策体系,本文从四个方面提出支持中小企业数字化转型的政策建议:完善顶层设计、多元协同和政策评估体系;加强政策时间和空间的协同性、匹配性、整体性;因地制宜制定中小企业数字化转型支持政策;完善数字化产业链配套服务体系。
Digital transformation has become an inevitable requirement for the high-quality development of enterprises.Compared with large-scale enterprises,small and medium-sized enterprises are often subject to the lack of funds,limited technical level,imperfect talent system and other factors,resulting in the emergence of"unwilling to turn,dare not turn,will not turn,can not turn"problems.At present,governments at all levels have formulated a series of support policies for the digital transformation of SMEs in the aspects of government services,special funds and government procurement,and have achieved some initial results,but the top-level design of policies,regional differences,accurate implementation,and service capabilities need to be strengthened.Based on this,in order to optimize the existing policy system,this paper puts forward policy suggestions to support the digital transformation of SMEs from four aspects:improving the top-level design,multiple collaboration and policy evaluation system;Strengthen the coordination,matching and integrity of policies in time and space;Formulate support policies for SMEs'digital transformation according to local conditions;Improve the digital industrial chain supporting service system.
