摘要
为了解决路面养护工程因缺乏足够的市场竞争导致养护时效性及质量差、养护成本高等问题,在介绍国内外公路养护承包模式及运用情况的基础上,提出了基于路面性能绩效托管的养护承包模式。确定了路面性能绩效托管养护工作包括养护检查及检测、养护工程设计及养护工程施工等养护管理全过程,路面性能趋势预测分析时应对预测结果与实际结果进行对比分析从而选择两者相对误差较小的预测模型及方法,路面性能养护目标应结合规范、行业要求及养护投入等因素综合确定,从而制定出承包期内的路面工程养护计划及方案、测算养护承包费用并确定考核方式,分别从发包方和承包方角度分析了该模式具有的主要优势,为该养护模式的推行实施提供了应用参考。
In order to solve the problems of maintenance timeliness,poor quality and high maintenance cost caused by lack of sufficient market competition in pavement maintenance engineering,this paper introduces the contracting mode and application of highway maintenance at home and abroad,the maintenance contract mode based on pavement performance management is put forward.The maintenance work of pavement performance trusteeship includes maintenance inspection and detection,maintenance engineering design and maintenance engineering construction,etc.,the prediction model and method with small relative error should be selected by comparing the prediction results with the actual results,the goal of pavement performance maintenance should be determined synthetically according to specifications,industry requirements and maintenance input,etc.,therefore,the maintenance plan and scheme of the pavement engineering during the contract period are worked out,the maintenance contract cost is calculated and the evaluation method is determined,it provides the application reference for the implementation of this maintenance mode.
