摘要
培育新兴产业和未来产业、加快形成新质生产力的关键是集聚生产要素。生产要素向未来产业链的集聚或分流,不仅受到市场机制的调节作用,也受到政府政策的驱动作用。然而,地方政府政策在驱动生产要素、培育产业链、发展当地经济取得成绩的同时,也存在政策调控市场供需“不平衡”、分配市场利益“不公正”、驱动技术创新“不理想”、权力管控“不规范”等方面问题。理论上,地方政府破题的关键是通过生产要素集聚与未来产业链“双螺旋”耦合的路径,促进未来产业可持续发展,加快形成新质生产力。实践上,地方政府解题的政策创新包括:完善现代企业制度,增强未来产业企业运营的法治性;发挥市场调节机制作用,合理布局“地标性”未来产业;健全未来产业链长制,促进未来产业园区集聚化发展;优化未来产业基金管理规则,推动未来产业科技创新;创新校企“产学研”融合机制,助力未来产业业态升级。
The key to cultivating emerging and future industries and accelerating the formation of new quality productive forces is to gather production factors.The agglomeration or diversion of production factors into the future industrial chain is not only regulated by market mechanisms,but also driven by government policies.However,while local government policies have achieved results in driving production factors,cultivating industrial chains,and developing the local economy,there are also issues such as policy regulation of market supply and demand imbalance,unfair distribution of market benefits,unsatisfactory driving of technological innovation,and irregular power control.In theory,the key to solving the problem for local governments is to promote the sustainable development of future industries and accelerate the formation of new quality productive forces through the coupling path of production factor agglomeration and future industrial chain“double helix”.In practice,policy innovation in problem-solving by local governments includes improving modern enterprise systems and enhancing the rule of law in the operation of future industrial enterprises;Establish a long-term system for the future industrial chain and promote the agglomeration development of future industrial parks;Optimize the management rules of future industry funds and promote technological innovation in future industries.
