摘要
《公共图书馆法》为新时代公共图书馆事业的持续快速发展提供了法律保障,并与其配套制度协同发挥作用。其中,出版物交存制度、文献信息处置制度、年报编制制度在资源建设与服务中尤为重要。目前,我国已有的12部省级图书馆地方性法规和政府规章都有出版物交存的相关内容,该制度对于提升图书交存率作用显著,但实施中存在以下问题:政出多门,各行其是;负担过重,难以落地;规定笼统,有待细化。《公共图书馆法》实施后颁布或修订的图书馆地方性法规和政府规章大多含有文献信息处置的规定,但实施中存在以下问题:“重量轻质”的传统观念根深蒂固;现有规定过于宏观,亟待细化落实;执行情况公开不足,理论与实践存在“两张皮”现象;体系化文献信息处置思路未普及,亟待推广联合处置。《公共图书馆法》实施以来,省级公共图书馆通过网站发布了本馆的电子版年报,但实施中存在年报编制不规范,质量差距明显;部分年报公开不足,研究利用受限;以区域性服务体系为主体的年报制度有待推广等问题。
The Public Libraries Law of the People's Republic of China( Public Libraries Law) provides legal protection for the sustained and rapid development of public libraries in the new era, and its supporting systems work in tandem with the Public Libraries Law. Among them, three important supporting systems of the Public Libraries Law, namely, the publication deposit system, the literature disposal system, and the annual report preparation system, are particularly important in resource construction and service. At present, there are 12 provincial-level library local regulations and government regulations in China have content related to the publication deposit. This system has a significant effect on improving the deposit rate of books, but there are the following problems in implementation: policies come from multiple departments, each acts independently;overloaded and difficult to implement;the regulations are vague and need to be refined. After the implementation of the Public Libraries Law, most of the local regulations and government regulations on libraries issued or revised contain provisions for the literature disposal.However, there are the following problems in the implementation: the traditional concept of “emphasize quantity over quality” is deeply rooted;the existing regulations are too macro level and urgently need to be refined and implemented;insufficient disclosure of implementation status,with a “two skin” phenomenon between theory and practice;the systematic approach to the literature disposal is not yet widespread, and there is an urgent need to promote joint disposal. Since the implementation of the Public Libraries Law, provincial-level public libraries have released electronic versions of their annual reports through websites. However, there are issues with non-standard annual report preparation and significant quality gaps during implementation;insufficient disclosure of some annual reports, limited research and utilization;issues such as the need to promote the annual reporting system,
