摘要
严格执纪是中国共产党将纪律文本转变为纪律约束效果的重要方式。执纪效益受到多重因素影响,但既有研究始终未能形成系统解释该问题的分析框架。基于新制度主义的成本分析理论,可以构建执纪成本的分析框架。党的执纪成本是指将纪律建设基础投入充分转化为纪律约束效果的过程所耗费的资源,由信息搜集成本、法规适用成本、组织协调成本、纠错救济成本和抵制投机成本组成。新时代纪检体制改革经验表明,执纪成本过高会降低纪律约束的实际效果。因而要推动党在职权配置、组织调整、建章立制方面的改革,实现执纪成本和执纪效益新的动态平衡,最终提升执纪工作的效率。执纪成本框架为观察党的纪律建设提供了有益的中观机制。
Strict discipline enforcement is an important way for the Communist Party of China(CPC)to transform disciplinary texts into disciplinary effects.The efficiency of discipline enforcement is affected by multiple factors,but the existing research has never formed an analytical framework to system-atically explain this issue.Based on the cost analysis theory of new institutionalism,an analytical frame-work of discipline enforcement costs can be constructed.The Party′s discipline enforcement costs are the resources consumed in the process of fully transforming the basic investment in discipline construction in-to the effect of discipline restraint,including information collection cost,law application cost,organiza-tion and coordination cost,error correction and remedy cost,and speculation resistance cost.The experi-ence of discipline inspection system reform in the new era shows that excessive costs of discipline enforce-ment will reduce the actual effect of discipline constraint,which will promote the Party′s reform in terms of power allocation,organizational adjustment,and establishment of rules and regulations,and achieve a new dynamic balance between the costs and benefits of discipline enforcement for the ultimate improve-ment of the efficiency of disciplinary work.The discipline enforcement cost framework provides a useful medium mechanism for observing the Party′s discipline construction.
