摘要
为有力发挥规划环评效能,引导产业园区低碳高质量发展,以重庆某产业园区为例,采用温室气体核查数据及重新核算方式统计重点行业温室气体排放量,核算产业园区温室气体现状排放量。并用温室气体排放清单方法,确定核算范围,预测规划年限温室气体排放量。预测结果表明:该产业园区2025年温室气体排放量为1261.47万tCO_(2)e,其中,化石燃料燃烧、工业生产过程、净调入电力、油气系统甲烷逃逸、废弃物处理对应的排放量分别占85.0%、7.0%、7.0%、0.7%和0.3%。研究还对评价中存在的核算方法无法上下衔接、与《重点行业碳评指南》评价指标难以衔接、调整建议较难实现定量化等主要难点和制约问题进行了剖析;提出了优化核算方法、合理确定评价指标、针对性地实施管控措施等工作建议。
In order to exert the efficiency of Planning Environmental Impact Assessment(PEIA)and lead the high-quality development of industrial parks,this paper takes an industrial park in Chongqing as an instance,and adopts the data and recalculating methods from greenhouse gas emissions inventory to statistic the carbon emissions of important industrial genres,as well as calculates the current emissions of the industrial park in this case.The methods of greenhouse gas emissions inventory also are used to determine appropriate calculating scope and to predict greenhouse gas emissions over the planning period.The prediction results show∶The greenhouse gas emissions of the industrial park was 1261.47 ktCO_(2)e in 2025,of which the emissions from fossil fuel combustion,industrial production process,net incoming electricity,fugitive emission from oil and gas system and waste disposal account for 85%,7.0%,7.0%,0.7%and 0.3%respectively.The research also analyses problems and difficulties,such as inability to connect accounting methods up and down,difficulty in linking up with the evaluation indexes of Carbon Assessment Guidelines for Key Industries in calculating methods,difficulty in making quantitative adjustment suggestions,and to provide suggestions on optimizing calculating methods,reasonably determining the criteria of evaluating,making necessary measurements about managements.
