摘要
美丽海湾保护与建设是中国“十四五”期间海洋生态环境保护工作的主线。以浙江省作为典型案例,探讨和梳理了美丽海湾保护与建设政策设计的整体思路和理念。政策目标上,分析了相对已有政策的目标变化,包括因地制宜实现“水清滩净、鱼鸥翔集、人海和谐”、陆海统筹深化全域美丽建设、部门协同推进海洋强省建设。政策手段上,从目标要求的辨析和陆海要素的空间表达出发,以环境美、生态美、和谐美、治理美作为政策方向,以美丽廊道、美丽岸线、美丽海域作为空间表征,构建了政策框架,确立了重点政策任务,并从梯次探索推进、分级编制方案、开展评价管理等方面提出了政策实施机制。
The protection and construction of Beautiful Bay is the main line of marine eco-environmental protection during China's“14th Five-Year Plan”period.Taking Zhejiang Province as a typical case,the overall thoughts of the policy design for the protection and construction of Beautiful Bay are discussed.In terms of policy objectives,the changes compared with existing policies are analyzed,including the realization of“clear water and beaches,vibrant fish and gulls,and harmony between people and seas”according to local conditions,the coordination of land and sea to advance the Beautiful Zhejiang initiative,and the multisectoral collaboration to accelerate the maritime power building.In terms of policy means,starting from the analysis of target requirements and the spatial expression of land and sea elements,a policy framework is established with the beauty of environment,ecology,harmony,and governance as policy direction,and the beautiful corridors,coastlines,and seas as spatial representation.On this basis,key policy tasks are established,and policy implementation mechanisms are proposed from the aspects of step-by-step exploration and advancement,level-by-level preparation of plans,and evaluation and assessment.
