摘要
自然资源资产实物量清查是全民所有自然资源资产清查工作的重要组成部分,是编制自然资源资产平衡表的主要途径。本文通过湖南省全民所有自然资源资产清查试点工作(草原部分),以《全民所有自然资源资产清查技术指南(试行稿)》为主要技术依据,开展了草原资源资产实物量清查实践,验证了全民所有草原资源实物量清查技术路径与方法,形成资产清查数据库,分析清查工作中的问题,探索草原资源资产价值估算方法。清查结果表明:试点区的全民所有草原总面积约372 hm^(2),主要以其他草地为主,其次为人工牧草地,面积分别为361 hm^(2)与11 hm^(2);草原面积较小的区域主要位于平原地区,丘陵和山区的草原面积相对较大。干草产量总量约1442494 kg,其中试点区A1最高,约为335063 kg;试点区A3最低,约为58869 kg。草原资源资产总价值量约为85万元。
The physical inventory of natural resource assets is an essential component of the overall inventory of state-owned natural resources and is the key approach to compiling natural resource asset balance sheets.This paper presents the practice of physical quantity inventory for grassland resource assets conducted in Hunan province as part of the pilot work for the inventory of state-owned natural resources(grassland part).Relying on the technical guidelines(draft)for the inventory of state-owned natural resources,the survey verifies the technical routes and methods for the physical quantity inventory of state-owned grassland resources,builds an asset inventory database,analyzes the issues in the inventory process,and explores the valuation of grassland resource assets.The inventory results indicate that the total area of state-owned grasslands in the pilot area is approximately 372 hectares,mainly comprising other types of grasslands,followed by artificial pastureland,covering 361 hectares and 11 hectares,respectively.Regions with smaller grassland areas are primarily located in plains,while hills and mountainous areas have relatively larger grassland coverage.The total hay yield is about 1,442,494 kilograms,with the highest yield in pilot area A1 at approximately 335,063 kilograms,and the lowest in pilot area A3 at about 58,869 kilograms.The total value of grassland resource assets is estimated to be around 850,000 yuan RMB.
