摘要
机动车检测机构作为机动车检测领域的科技创新前沿阵地,应发挥好自身优势,积极探索实施科技创新。而促进科技创新的手段则需要有标准化的科研管理方式,科研管理是一项创新性的管理活动,贯穿于科研项目立项申请、过程实施、结题验收的全过程中。但当前机动车检测机构科研管理工作仍存在科研管理标准不够完善,管理效率不够高等问题。运用标准化理念、方法和工具,通过顶层设计构建科研管理标准体系,将制度固化形成标准,推动标准的实施和动态完善可有效提升科技创新的效率和质量。
As the forefront of technological innovation in the field of motor vehicle testing,motor vehicle testing institutions should leverage their own advantages and actively explore and implement technological innovation.The means to promote technological innovation require standardized scientific research management methods.Scientific research management is an innovative management activity that runs through the entire process of scientific research project application,implementation,and final acceptance.However,in the current research and management work of motor vehicle testing institutions,there are still various problems such as inadequate scientific research management standards and low management efficiency.By applying standardized concepts,methods,and tools,constructing a research management standard system through top-level design,solidifying the system into standards,and promoting the implementation and dynamic improvement of standards,the efficiency and quality of scientific and technological innovation can be effectively improved.
