摘要
全民所有自然资源资产是我国国有资产的重要组成部分,保障国家社会经济可持续发展的基石。可靠的全民所有自然资源资产清查是摸清我国自然资源资产家底的有效途径,关系国家重大自然资源安全战略决策的正确性。论文结合全民所有自然资源资产清查工作实践,提出了资产清查的基本概念、理论支撑,设计了全民所有自然资源资产清查的总体技术体系框架。在此基础上,进一步总结了多源异构大数据整合、资产价格空间化构建、可靠性质量控制与核查、数据统计分析与挖掘、成果应用与辅助决策等关键技术,探讨了全民所有自然资源资产清查与自然资源监督管理工作的交织,以为常态化的全民所有自然资源资产清查工作提供科技支撑,更好地服务于我国现阶段的全民所有自然资源资产管理工作。
The natural resource assets owned by the whole people are an important part of China's state-owned assets and the cornerstone to ensure the sustainable development of the country's social economy.A reliable inventory of natural resource assets owned by the whole people is a prerequisite for understanding the natural resource assets of our country,which is related to the correctness of the strategic decision of national major natural resource security.In combination with the practice of the inventory of natural resources assets owned by the whole people,this paper puts forward the basic concept and theoretical support of asset inventory,designs the overall technical system framework of the inventory of natural resources assets owned by the whole people.On this basis,we further summarized the key technologies such as multi-source heterogeneous big data integration,spatial construction of asset prices,reliability quality control and verification,data statistical analysis and mining,results application and auxiliary decision-making,discussed the interweaving of the inventory of natural resources assets owned by the whole people and the supervision and management of natural resources.The research results will provide scientific and technical support for the normalization of the inventory of national owned natural resource assets,and better serve the management of national owned natural resource assets in China at this stage.
