基于JHA-HAZOP方法的企业安全操作规程研究与开发

摘要 为解决企业安全操作规程中作业活动危险源辨识不全面,篇章冗长、缺少明确作业流程等问题,本文提出了结合JHA和HAZOP分析法来系统、全面地开展作业危险源辨识的方法,并以PG集团大罐车间火焰切割作业活动为例,运用JHA和HAZOP方法进行危险源辨识分析。通过对两种方法辨识成果的合并,形成了全面的安全风险管控信息表,进而指导开发简明且实用的企业安全操作规程。本研究方法有助于提升企业安全管理水平,并可以降低潜在安全风险的发生概率。 In view of the problems such as incomplete identification of hazard sources,lengthy chapters and lack of clear operation procedures in the safety operation rules of enterprises,this paper puts forward a systematic and comprehensive identification method of hazard sources by combining work hazard analysis(JHA)and hazard and operability analysis(HAZOP),and uses JHA and HAZOP method to identify hazard sources by taking the flame cutting operation of large tank workshop of PG Group as an example.By merging the identification results of the two methods,a comprehensive safety risk management information table is formed to guide the development of concise and practical safety operating procedures.This research method is helpful to improve the level of safety management and reduce the probability of potential safety risk.
