摘要
对大国竞争视野中的技术问题方法进行研究,能够获得做好技术问题研究与服务的启示,而美中经济与安全评估委员会(USCC)与技术问题有关的听证会是很好的案例。USCC成立至今已经召开了168场听证会,通过对数据收集处理,遴选出25场与技术问题有关的听证会,其中专门聚焦技术问题、会议主题明确属于技术问题范畴的听证会12场,并非围绕技术问题确定的会议主题但下设专题明显含有聚焦技术领域问题的听证会13场。统计分析12场听证会受邀参会作证发言报告人所在单位及机构类别,遴选出一场典型USCC技术问题听证会,对其进行概要介绍和个案解析后,归纳出USCC关注研究技术问题的5个方法特点,得出对我国科技情报与科技智库机构工作者做好技术问题研究与服务的6条启示。
Studying the methods of technological issues in the perspective of major country competition can provide inspiration for doing well in research and service of technological issues,and the U.S.China Economic and Security Review Commission(USCC)hearing on technological issues is a good case study.Since its establishment,the USCC has held 168 hearings.Through data collection and processing,25 hearings related to technical issues have been selected.Among them,12 hearings specifically focused on technical issues and the conference theme clearly belongs to the category of technical issues,while 13 hearings were not determined around technical issues but clearly focused on technical issues in the sub themes.After collecting and analyzing the units and institutional categories of the speakers invited to testify at 12 hearings,a typical USCC technical issue hearing was selected.After a brief introduction and case analysis,five methods and characteristics of USCC's research on technical issues were summarized,as well as six inspirations for Chinese scientific and technological intelligence and think tanks to do well in technical problem research and services.
