摘要
基于案例分析法和比较研究法,挖掘美、英、澳、新等国家及国际组织提升政务人员数字素养的国际经验和实践策略,为我国的数字政府建设提供智力支撑。研究发现,建构政务人才数字素养测评指标、搭建数字素养教育系统、探索多方联动协作路径是世界主要国家提升政务人员数字素养的主要策略。借鉴国际经验,未来我国政府可采取梯次衔接、结构合理的政务人员数字素养提升路径:建构指标体系、建设系统平台、促进多元协同,以助力提升我国全民数字素养,实现“数字中国”的伟大战略目标。
Through a case analysis and comparative study,this paper explored the international experience and practical strategies of countries and international organizations,such as the United States,Britain,Australia,New Zealand and so on,to enhance digital literacy of civil servants.It provided intellectual support for the construction of a digital government in China.It found that the primary strategies for enhancing digital literacy of civil servants included developing evaluation indexes,building educational systems of digital literacy,and exploring the paths for multifaceted collaboration.Drawing on international experience,the Chinese government could design a path for improving digital literacy of the government system in future,involving constructing an index system,establishing a systematic platform,and promoting closer cooperation.This study helped to improve digital literacy of the entire population in China from an international perspective and contributed to realizing the great strategic goal of Digital China.
