摘要
网络政治安全是政治安全的组成部分,是政治传播安全在互联网场域的延伸和扩展。网络政治传播安全本应创造新型政治文明生态。多元主体与社会因素相互作用、相互交织,打破了网络政治传播安全应有的稳定性,带来网络政治安全的负性偏向传播风险。在个体心理认知建设、社会公共服务建设、国家政治制度建设三者的影响下,出现网络政治安全的偏向传播。网络政治安全面临着技术偏向传播中的民主失序、权力偏向传播中的结构极化、意识形态偏向的参与抗争、地缘偏向的政治龃龉四个层次的负性偏向传播风险。应该通过适应性治理平衡技术幻象、调控规制平衡公权力监督、群己共协平衡意识形态撕裂、善政平衡圈地隐忧,对网络政治安全的负性偏向传播风险进行责任治理等,不断推进网络政治安全。
Political security on the internet is an integral part of overall political security and represents an extension and expansion of political communication security in the Internet field.The goal of internet political communication security should create a new ecosysytem of political civilization.However,the interaction and interweaving of multiple subjects and social factors have broken the stability that internet political communication security should possess,and brought negative bias communication risks in the dissemination of internet political security.Under the influence of individual psychological cognition,social public service construction and national political system construction,there is a tendency for biased dessemination of internet political security.this biased dessemination of inernet political security manifests as negative biases at four levels:democratic disorder in technology-biased communication,structural polarization in power-biased communication,ideology struggles characterized by biases and geopolitical conflicts resulting from biases.Through adaptive governance to balance the illusion of technology,regulating and balancing the supervision of public power supervision,promoting consensus to balance the ideological divisions,and implementing good governance to mitgate the hidden concerns,and enacting a responsible governance to address the negative biases in the dissemination of internet political security.With above,we will continue to promote network Political security.
