乡村振兴视域下民族地区义务教育师资队伍建设的困境与对策——以甘孜州边远农牧区县域为例

摘要 党的十八大以来,国家着力建强基础教育体系,统筹推进义务教育城乡一体化发展,民族地区义务教育水平有了显著提高,硬件设施、育人环境、信息化水平取得了长足发展,基本实现了均衡发展目标。乡村振兴战略背景下,民族地区要实现高质量发展,培养适合民族地区社会、经济发展的人才是关键。而这一切,有赖于义务教育全面发挥其基础性“育智”功能。推动民族地区义务教育从基本均衡向高位优质均衡转变是教育助力乡村振兴过程中亟待解决的重要难题。由于义务教育的基础性、普及性和强制性特点,在基础教育铸魂培根中发挥着至关重要的作用,因而,建设一支高水平的义务教育师资队伍是提升民族地区义务教育发展质量的重中之重,是助力乡村振兴和办好民族地区人民满意教育的根本保障。 Since the 18th National Congress of CPC,the state has devoted great energy to develop the of elementary education system,promoting the coordinated development of compulsory education in urban and rural areas,significantly improving the level of compulsory education in ethnic areas,achieving significant development in hardware facilities,nurturing environment and IT application,and basically realizing the goal of balanced development.In the context of the rural vitalization strategy,to achieve high-quality development in ethnic areas,it is crucial to cultivate talents who fit the social and economic development of ethnic areas.All this depends on compulsory education playing its fundamental“intellectual development”function.Promoting the transformation of compulsory education in ethnic areas from basic balance to high quality balance is an important problem that needs to be solved in the process of education for rural vitalization.Compulsory education is fundamental,universal and imposed,thereby,it plays a crucial role in fostering virtue through education.Therefore,building a high-level compulsory education teacher team is the top priority to improve the quality of Compulsory education development in ethnic areas,and is the fundamental guarantee to help vitalize the countryside and develop a good education in ethnic areas that people are satisfied with.
