摘要
“支部建在学科上”是对毛泽东“支部建在连上”建党建军思想在大学的创造性探索,是新时代高等教育基层党组织的有效组织形式和高校基层党建引领事业高质量发展的理路选择,是推进“双一流”建设的有效组织保障。从思想源头、制度延伸、问题导向三个维度,论述了高校实行“支部建在学科上”党建工作模式的可行性和必要性;从学科与支部两个基层组织的视角,阐述了其内涵特征及组织特性;从具体实践角度出发,围绕根本原则、两对关系、三个主体职责、四个相融等四个方面提出了“支部建在学科上”的“1234工作法”,是高校基层党组织赋能学科高质量发展的积极探索。
“Building Party Branches within Academic Disciplines”represents a creative application of the military concept of“building Party branches on the company level”to universities.In the new era of higher education,it manifests as an effective organizational structure for grassroots Party organizations and a strategic choice for guiding high-quality institutional development.Furthermore,it provides an efficient organizational safeguard for the“Double First-Class Initiative”.This paper examines the feasibility and necessity of adopting the“Building Party Branches within Academic Disciplines”model for Party construction in universities from three dimensions:ideological roots,institutional extensions,and problem orientation.It elaborates on the inherent features and organizational traits of the model from the perspectives of the two grassroots organizations:academic disciplines and Party branches.From a practical standpoint,the paper introduces the“1234 Work Method”for this Party-building approach,focusing on one fundamental principle,two types of relationships,three main body responsibilities,and four areas of integration.This is a proactive inquiry into the role of university grassroots Party organizations in fostering the highquality development of disciplines.
