摘要
本文将服务贸易创新发展试点政策(以下简称试点政策)视为一项准自然实验,基于2011—2019年的中国城市面板数据,运用交错双重差分模型,系统研究了试点政策对污染排放强度的影响及其作用机制。研究结果表明:试点政策显著降低了试点地区的污染排放强度,在经过一系列有效性检验及稳健性检验后,该结论依然成立;空间差异性检验显示,试点政策对50千米内地区具有显著的“虹吸效应”;机制检验结果显示,试点政策主要通过推动绿色创新能力提升与产业结构升级降低试点地区的污染排放强度;异质性分析结果显示,政府支持力度更大、服务业发展水平和对外开放程度更高的地区,更能依靠试点政策降低自身污染排放强度。本研究为促进中国及其他发展中国家服务贸易创新发展和治污策略设计提供了有益的经验证据和政策启示。
This paper investigates the pilot policy for innovative development of trade in services(hereinafter referred to as the pilot policy)as a quasi-natural experiment,using a staggered difference-in-differences model to systematically analyze its impact on pollution emission intensity in Chinese cities from 2011 to 2019.The findings indicate a significant reduction in pollution emission intensity in pilot areas,a conclusion supported by a series of effectiveness and robustness tests.Spatial heterogeneity analysis reveals a significant“siphon effect”within a 50-kilometer radius.Mechanism analysis suggests that the pilot policy primarily reduces pollution emission intensity by promoting enhanced green innovation capabilities and facilitating industrial structure upgrades.Heterogeneity analysis indicates that areas with stronger government support,higher levels of service industry development,and greater openness to the global arena can more efficiently utilize the pilot policy to reduce their pollution emission intensity.This study provides valuable empirical evidence and policy insights for advancing innovative development in service trade and designing pollution control strategies in developing countries including China.
