摘要
19世纪上半叶是美国经济的发展时期,各项政策也随之形成,其中,美国关税政策的形成显得尤其突出。美国关税政策在贸易保护和自由贸易之间呈现“钟摆式”的态势,其原因在于美国关税政策两股力量的争斗。两股力量在关税问题中针锋相对,其不同的学术理论、关税中阶级倾向的争论、党派理念的差异成为两股力量大张挞伐的思想表现。
The first half of the 19th century was a period of economic development in the United States and various policies have also been formed,among which the formation of the United States tariff policy is particularly prominent.The US tariff policy presents a“pendulum”situation between trade protection and free trade,which is due to the struggle between the two forces of US tariff policy.The two forces fought against each other in the tariff issues and their different academic theories,disputes over class tendency in tariff and differences in the party beliefs became the ideological manifestations of the two forces.
