摘要
基于投入产出理论和绩效评价理论,从投入与产出两个维度出发,构建高校科研投产绩效评价指标体系,并通过构建的DEA-BCC模型和DEA-Malmquist模型,对我国东部地区(不含港澳台)高校2016—2020年的科研投产绩效进行静态和动态综合评价。整体而言,一线城市所在省份高校科研绩效提升速度快、幅度大;静态角度下,研究区域高校科研投产绩效主要取决于纯技术效率;动态角度下,研究区域高校科研投产全要素生产率逐年正增长,绩效水平更多取决于技术进步指数和技术效率指数。建议高校完善政策,加强协同,重视技术,引进人才,强化考评,促进转化,推动科研管理优化发展。
Based on the production theory and efficiency evaluation theory,this paper constructs an inputoutput evaluation system for research and production performance of universities,and conducts a static and dynamic evaluation of the research and production performance of the ten universities in eastern China from 2016 to 2020 by the DEA-BCC model and the DEA-Malmquist model built.On the whole,research performance of universities in the provinces where first-tier cities are located has improved rapidly and by a large margin.Specifically,research and production performance of universities in this region has improved mainly with the enhanced technical efficiency from the static perspective,while the total factor productivity of these universities has increased year by year,whose performance owes primarily to the technological progress and technical efficiency from the dynamic perspective.It is therefore recommended that policies be improved,coordination boosted,technology emphasized,talents introduced,evaluation strengthened,and transformation promoted towards the optimization and development of research management of universities in eastern China.
