摘要
基于134项制度集成创新案例分析的结论:制度与组织的互动是自贸港政府职能转变的基础,政府与市场、社会关系的动态调整是职能转变的逻辑,政府主导型制度变迁决定了职能转变的适应性特征,并最终形成交易成本降低、激励机制改善的经济绩效。
Conclusions based on the analysis of 134 cases of system integration innovation:the interaction between system and organization is the foundation of government function transformation in free trade port;the dynamic adjustment of governmental relationship with market and society is the logic of function transformation;government-led institutional change determines the adaptive characteristics of function transformation and ultimately results in the economic performance of reduced transaction cost and improved incentive mechanism.
