摘要
以2011-2020年泸州市3区4县为对象,构建生态效率指标体系,对泸州市可持续发展成效进行评估。结果表明,泸州市经济水平大幅度提升,但可持续发展水平尚待优化。自2011至2020年,泸州市生态效率总体呈波动中上升趋势,各功能区块、区县之间生态效率存在较大差异,供排水和劳动力过量是造成生态效率损失主要原因,外贸进出口额、环境治理投资对生态效率起到了促进作用,而第二产业占比、人均GDP和城镇化率对生态效率有明显抑制作用。针对可持续发展中存在的不足提出了相应对策建议。
Luzhou is located at the intersection of the Yangtze River Economic Belt and the“Belt and Road”construction.It is an important ecological barrier in the middle and upper reaches of the Yangtze River,and also a resource exhausted city.It faces many ecological pressures in its transformation and upgrading.Taking 3 districts and 4 counties of Luzhou City from 2011 to 2020 as the object,the ecological efficiency index system was established,and the super efficiency DEA model,Malmquist index and Tobit model were used to evaluate the spatial-temporal evolution characteristics of the ecological efficiency of Luzhou City.The results indicated that the economic level of Luzhou City has significantly increased,but the sustainable development level still needs to be optimized.From 2011 to 2020,the overall ecological efficiency of Luzhou City showed a fluctuating upward trend,with significant differences in ecological efficiency among functional blocks,districts and counties.Water supply and drainage and excessive labor were the main reasons for ecological efficiency losses.Foreign trade import and export volume,environmental governance investment and technological innovation promoted ecological efficiency,while the proportion of the secondary industry,per capita GDP,and urbanization rate significantly suppressed ecological efficiency.Corresponding countermeasures and suggestions were proposed to address the shortcomings in sustainable development.
