摘要
文章基于2010-2021年省际面板数据,通过合成控制法,计量分析了跨境服务贸易负面清单对上海服务业发展水平的影响。研究发现,跨境服务贸易负面清单制度对上海服务业发展水平具有一定的促进作用,并且这一结论经过一系列稳健性检验之后依然成立。机制分析发现,跨境服务贸易负面清单可以通过市场化水平、政府干预、地区数字化水平等方式作用于服务业发展水平。
The negative list of cross-border service trade,as an important achievement of domestic system innovation,is an important embodiment of China’s expansion of cross-border service trade opening to the outside world and construction of a higher level of open economy,and provides an opportunity for the development of relevant industries in domestic regions.Based on the inter-provincial panel data from 2010 to 2021,this paper quantitatively analyzes the impact of the negative list of cross-border service trade on the development level of service industry in Shanghai through the synthetic control methods.The study finds that the negative list system of cross-border service trade has a certain role in promoting the development level of the service industry,and this conclusion is still valid after a series of robustness tests.The mechanism analysis shows that the negative list management system of cross-border service trade can promote the development level of service industry by improving the level of marketization,reducing government intervention and improving the level of regional digitalization.
