摘要
新型电力系统是一个涉及经济、社会、环境各环节多维度耦合因素的复杂物理系统,为支撑各省、各地区新型电力系统协同发展和科学构建,亟需一种新的手段全面地评价各省新型电力系统发展水平,指导优化发展路径。围绕新型电力系统“是什么”“怎么建”等关键难点,构建了新型电力系统量化评价方法,搭建了3大维度、5个方面、24项指标的三级评价指标体系模型,并总结提炼省级新型电力系统发展的典型目标形态,最后以福建为案例开展了省级新型电力系统评价应用,并介绍了福建构建“三大三先”省级高质量发展示范电网的举措和路径,可为各地区推进能源转型和电网发展提供参考。
The new power system is a sophisticated physical system that integrates a number of economic,social,and environmental variables.Its construction requires the coordination of multi-dimensional coupling elements,which requires a novel approach to precisely assess the new power system's state of development,and bestow development paths.Focusing on key difficulties of"what"and"how to build"in the new power system,this paper constructs a quantitative evaluation method for the new power system,establishes a three-level evaluation index system model with 3 dimensions,5 aspects,and 24 indicators,and extracts typical target forms for provincial new power system.Finally,application calculations on Fujian new power system were performed,and introduces Fujian’s paths for improving the indicators by building"three major and three leading"provincial high-quality development demonstration grid.The proposed theory and practice can be a reference for energy transformation and high-quality development of power grids in various regions.
