摘要
目的 解决现有医警联动协同机制响应缓慢、效率低下的问题,建立新型突发事件医警联动协同机制。方法 通过实地调研,了解现行存在问题,针对因素进行特性分析和流程分解,拟定医警联动机制和关键流程初稿。而后形成焦点专家小组集中进行讨论,确立最终医警联动协同机制,使用CPN tools基于前期构建的流程进行建模。结果 根据实地调研和文献研究发现国内医警的信息共享未畅通,警察极少参与现场的急救任务,双方协同不足。本研究构建了“接警-信息搜集和评估-现场处置-伤员转运”全流程的医警联动协同模式。并绘制了流程图。在建模中充分考虑不同规模事件、不同伤情类别和不同应急场景下医警协同的可能,形成了医警联动协同模型。结论 本研究创新了新型院前医警联合急救的系统优化设计方法,提供了理论分析和模型验证,能够为公共应急事件的应对提供参考。
Objective To solve the problems of slow response and low efficiency of the existing medical-police linkage coordination mechanism,and establish a new medical-police linkage coordination mechanism for emergencies.Methods Through field research,the existing problems were understood,the characteristics analysis and process decomposition of factors were carried out,and the first draft of the medical and police linkage mechanism and key processes was formulated.Then,a focus expert group was formed to focus on discussion,establish the final medical-police linkage coordination mechanism,and use CPN tools to model the process based on the previous construction.Results According to field research and literature,it was found that the information sharing of domestic medical police was not smooth,police officers rarely participated in on-site emergency tasks,and the coordination between the two sides was insufficient.In this study,a medical-police linkage and coordination model of the whole process of"police reception,information collection and evaluation-on-site treatment-casualty transfer"was constructed.And a flowchart was drawn.In the modeling,the possibility of medical and police coordination under different scale incidents,different injury types and different emergency scenarios is fully considered,and a medical and police linkage coordination model is formed.Conclusion In this study,a new system optimization design method of pre-hospital medical police combined first aid is innovative,which provides theoretical analysis and model verification,which can provide reference for the response to public emergencies.
