肉牛养殖废弃物资源化利用生态补偿偏好研究 被引量:1

Research on Eco-compensation Preference for Recycling of Beef Cattle Breeding Waste:An Empirical Analysis from the perspective of Farmers

摘要 本文采用肉牛四大产区1045个非规模肉牛养殖户调研数据,在对不同资源化模式下肉牛养殖废弃物实物量与价值量核算的基础上,通过选择实验设计肉牛养殖废弃物资源化利用生态补偿方案,建立Mixed-Logit模型识别养殖户对养殖废弃物资源化利用方案各属性的偏好,量化养殖户受偿意愿,测算资源化利用生态补偿标准。结果表明,肉牛养殖废弃物具有极大的资源化利用潜力与价值,不同产区对于资源化利用模式的偏好存在差异,同时随着养殖户家庭收入水平、养殖规模、务农劳动力以及环境认知程度的提高,其参与养殖废弃物资源化的积极性也会随之增加,在生态状况明显改善且全面技术支持的属性水平下,规范堆肥还田、垫料化、户用沼气和经济动植物生产的补偿标准分别为1004.2元/户·年、861.9元/户·年、1042.2元/户·年和1133.3元/户·年。最后,提出制定阶段性、差异化的补偿政策、加强生态补偿参与主体与补偿方式的多元化建设、促进资源化利用的环境、经济与社会效益协同发展等政策建议。 The recycling of beef cattle breeding waste is of great significance for the promotion work in prevention and control of agricultural non-point source pollution.Based on discrete choice experiment,using survey data from 1045 non-scale beef cattle breeding farmers in the four main production areas,this paper anaylses farmers'preferences for various attributes of beef cattle waste recycling plans and quantify their willingness to be compensated by constructing a mixedlogit model.The results indicate that the non-scale beef cattle breeding farmers'cognition of environmental pollution caused by breeding waste is different from pigs and poultry breeding farmers'.Farmers in the four main production areas have a significant willingness to participate in the standardized utilization of compost and land resources.Farmers in the northeast and northwest production areas have a significant preference for the use of bedding materials,whereas,farmers in the central and southwest production areas have a significant preference for household biogas,economic animal and plant production.Meanwhile,technology and training have a significant incentive effect on farmers'participation in waste resource utilization.Under the conditions of“better”improvement of environment and“comprehensive technical support”,the average willingness to accept compensation of standardized compost return,pad material conversion,household biogas,and economic animal and plant production is 1004.2 yuan/household,861.9 yuan/household,1042.2 yuan/household,and 1133.3 yuan/household,respectively.Finally,policy recommendations are proposed,such as formulating phased and differentiated compensation policies,strengthening diversified construction of ecological compensation participants and compensation methods,and promoting coordinated development of environmental,economic,and social benefits through recycling.
