摘要
为契合高质量发展的战略需求,推动综合交通体系转型升级、提质增效,针对交通和旅游行业现有规划、单一规划不能完全适应交通与旅游融合发展新需求的问题,研究归纳了融合发展理念下交通与旅游的发展转变,分析了区域交通与旅游融合发展规划的特点,提出了基于节点重要度和特征分区的区域交通与旅游融合发展规划的总体框架。并以四川省凉山州为研究对象,着重分析了凉山州交通支撑旅游发展的综合能力,进而形成了凉山州“十四五”期交通与旅游融合发展的规划思路及目标,最后从旅游交通网络、旅游交通产品、服务设施系统、客运服务系统等4个方面提出了相应规划方案。本文研究可为编制区域交通与旅游融合发展规划提供理论支撑和实证参考,对凉山州及其他地区构建适应交旅融合发展、发挥区域资源优势的高品质旅游交通运输体系提供规划指引。
In order to meet the strategic needs of high-quality development,promote the transformation and upgrading of the comprehensive transportation system,improve quality and efficiency,and focus on the problem that the existing planning and single planning of the transportation and tourism industry cannot fully adapt to the new needs of the integrated development of transportation and tourism,in the paper,the transformation of transportation and tourism development under the concept of integrated development are summarized,the characteristics of regional transportation and tourism integrated development planning are analyzed,and an overall framework for regional transportation and tourism integrated development planning based on node importance and feature division is proposed.Taking Liangshan Prefecture,Sichuan Province as the research object,the comprehensive capability of Liangshan Prefecture’s transportation to support tourism development is analyzed,and then the planning guidelines and goals for the integrated development of transportation and tourism in Liangshan Prefecture during the 14th five-year plan period is formulated.Corresponding planning schemes are put forward in four aspects:transportation network,tourism transportation products,service facility system,and passenger transportation service system.The research in this paper can provide theoretical support and empirical reference for the preparation of regional transportation and tourism integrated development planning,and provide planning guidelines for Liangshan Prefecture and other regions to build a high-quality tourism transportation system that adapts to the integrated development of transportation and tourism and takes advantage of regional resources.
