摘要
俄罗斯和乌克兰是全球重要的粮食生产国和出口国。为缓解俄乌冲突对全球粮食系统的冲击,2022年,联合国、俄罗斯、土耳其与乌克兰四方共同签署黑海谷物倡议,提出设立一条安全的海上人道主义走廊,以恢复乌克兰的粮食和化肥出口。倡议实施一年来,有效缓解了全球粮食供应短缺问题,扭转了国际粮价的飙升趋势。然而,随着近期该倡议的终止,全球粮食危机阴霾再起。文章基于黑海谷物倡议的实施历程,探讨了倡议终止的成因,及其对中国乃至全球粮食安全的影响,并提出针对性应对策略。
Russia and Ukraine play a substantial role in global food production and supply.In order to mitigate the impact of the Russia-Ukraine conflict on the global food system,the UN,the Russian Federation,Türkiye and Ukraine agreed to the Black Sea Grain Initiative in 2022.The deal allowed exports from Ukraine of grain,and fertilizer,to resume through a safe maritime humanitarian corridor from three key Ukrainian ports to the rest of the world.Over the course of its one-year implementation,the initiative effectively alleviated the global food supply shortage and reversed the upward trend in global food prices.With the recent termination of the initiative,the specter of a global food crisis has resurfaced.This article,based on the development of the Black Sea Grain Initiative,explored the reasons for its termination,its impact on China and global food security,and provided targeted coping strategies to address these challenges.
