摘要
随着基础研究快速发展,共识评价方式已经无法完全满足成果评价需要,加快探索非共识评价是创新评价方式的重要体现。基础研究成果评价的非共识内涵是指在评价成果的创新性和价值性时,产生了专家数量大体相当的正反两种不同意见。在此基础上,构建“情境-认知-行动”分析框架,研究基础研究成果实施非共识评价的挑战、必要性和路径。研究发现,科技管理者和评价专家在历史、社会、政治、组织和评价工具的情境影响下,相应产生的规避风险、路径依赖、求同斥异、人情往来和免受苛责的认知会阻碍其开展非共识评价的行动。为适应基础研究快速发展、适配评价专家书面理解能力差异、支持开展非共识创新和减少科研浮躁之风,有必要对基础研究成果开展非共识评价。创设非共识评价情境、提高非共识评价认知和强化非共识评价行动,是推动基础研究成果开展非共识评价的三条重要路径。
With the rapid development of basic research,consensus evaluation has been unable to fully meet the needs of outcome evaluation.Accelerating the exploration of non-consensus evaluation is an important embodiment of innovative evaluation methods.The non-consensus connotation of the evaluation of basic research results refers to the innovation and value of the evaluation results,and the number of experts in the number of experts are generally considerable.On this basis,building a"situation-cognitive-action"analysis framework to research the challenges,necessity and paths of implementation of non-consensus evalua-tion of basic research results.Research finding,under the situation of historical,social,politics,organization and evaluation tools,scientific and technological managers and evaluation experts are influenced by the situation,and the corresponding avoidance risks,path dependence,common differences,human relation-ships and harsh cognition will hinder the implementation of non-consensus evaluation.In order to adapt to the rapid development of basic research,to adapt to evaluation experts in writing and understanding differences,supporting the development of non-consensus innovation,and reducing the impetuous wind of scien-tific research need to be implemented in non-consensus evaluation.The creation of non-consensus evaluation situations,improving non-consensus evaluation cognition and strengthening non-consensus evaluation actions are three important paths to promote basic research results to implement non-consensus evalua-tion.
