摘要
面对经济下行压力,提振消费成为中国经济发展所面临的重要课题。本文基于2011—2022年中国30个省份的面板数据,运用双向固定效应模型,实证检验了数字营商环境建设对居民部门服务消费的影响,并进一步引入智慧法院建设,作为数字营商环境影响服务消费的一个具体机制。研究结果表明,提升数字营商环境建设水平会对居民部门服务消费提升产生显著的促进作用,这种促进作用主要体现在东部地区,并且智慧法院建设会在数字营商环境对服务消费的促进作用中发挥正向作用。由此,数字营商环境建设不仅是整体营商环境提升的必经之路,也是拉动居民部门服务消费增长的重要路径。本文相关结论对中国优化营商环境和加快服务消费提质升级具有一定的政策启示。
In the face of downward economic pressure,how to boost consumption has become an important issue for China’s economic development.In the era of rapid development of digital technology,the digital economy has become an important part of economic development,and the rise of the digital economy exerts a great impact on the economic development and industrial chain layout of countries.The digital business environment is an important pillar of the development of the digital economy,and its optimization has increasingly become a common concern of all countries.An increasing number of countries are seeking to enhance their global trade competitiveness by optimizing the digital business environment.Optimizing the digital business environment to promote the development of the market economy is inseparable from the constraints of laws.The rule of law is not only the internal requirement for the development of the market economy but also the guarantee of the good operation of the market economy.The construction of a business environment under the rule of law is an essential aspect of the overall business environment optimization.However,the existing research rarely involves the quantitative analysis of issues related to the digital business environment and the construction of the business environment under the rule of law,and the quantitative analysis of their impact on service consumption is even rarer.Based on the relevant data of the National Bureau of Statistics and the panel data of Chinese provincial⁃level regions from 2011 to 2022,this paper empirically tests the impact of the digital business environment on service consumption of the resident sector by using a two⁃way fixed effect model.It further introduces the smart court index and the effect of smart court construction on the facilitation of the digital business environment to service consumption and conducts heterogeneity analysis.According to the empirical results,optimizing the digital business environment will significantly drive service consumption,whi
