摘要
针对加能站施工改造过程中存在的施工方应急管理工作薄弱和执行力与监管不到位以及现场作业人员习惯性违章操作、应急管理安全意识淡薄的问题,提出了相应改进措施:一是明确职责,落实责任;二是细化施工项目的应急管理方案;三是多措并举实施施工现场监管、督查、复查整改、通报考核,提升加能站施工改造的安全应急管理水平。
In response to the weak emergency management and inadequate execution and supervision of the construction party during the construction and renovation process of refueling station,as well as the habitual violation of rules and regulations by on-site operators and the weak safety awareness of emergency management,corresponding improvement measures are proposed:the first is to clarify and implement responsibilities;the second is to refine the emergency management plan for construction projects;the third is to take multiple measures to simultaneously implement on-site inspection,supervision,review and rectification,and report assessments,so as to improve the safety emergency management level of the construction and renovation of refueling station.
