摘要
高质量发展归根结底是生产力的发展。新质生产力摆脱了传统低效能、高消耗生产过程,以高效能、高质量为特征,是“新”和“质”蜕变,代表生产力能级跃迁。新质生产力赋能高质量发展的内在逻辑是以新技术加速生产方式变革,以新动能提高经济增长速度,以新质能提升经济发展质量。前瞻性布局战略性新兴产业和未来产业是加快形成新质生产力的战略重点,为发展新动能、培育新增长极、摆脱全球价值链“低端锁定”和“高端制约”奠定基石。加快形成新质生产力的关键路径在于以科技创新引领产业迭代,推动传统产业升链、新兴产业延链、未来产业建链。为了加快形成新质生产力,需要完善科技创新体系,健全科技人才培养机制,优化产业发展环境。
High-quality development means the development of productivity.Characterized by high efficiency and high quality,new-quality productivity gets rid of the inefficient and high-consumption production process,and represents the transition of productivity’s energy level.The internal logic of new-quality productivity energizing high-quality development is to accelerate the transformation of production methods with new technologies,increase the speed of economic growth with new momentum,and improve the quality of economic development with new mass-energy.The forwardlooking layout of strategic emerging industries and future industries is the focus of accelerating the formation of new-quality productivity,laying the foundation for developing new drivers,cultivating new growth poles,and getting rid of the“low-end lock”and“high-end constraint”of the global value chain.The key path to accelerate the formation of new-quality productivity is to lead industrial iteration with scientific and technological innovation,and promote the upgrading of traditional industries,the extension of emerging industries,and the construction of future industries.In order to accelerate the formation of new-quality productivity,it is necessary to improve the scientific and technological innovation system,advance the training mechanism of scientific and technological personnel,and optimize the environment for industrial development.
