摘要
化妆品委托生产是较为常见的化妆品生产方式。委托生产在实际产品生产中存在复杂多样的表现形式。从半成品委托生产、采购和灌装几个角度对当前委托生产存在的6种模式展开现状分析,对各种模式下质量安全风险和责任分担进行剖析,对当前委托生产监管中主要面临的问题和风险隐患进行分析,并从落实化妆品注册人、备案人质量安全主体责任的角度,提出了加强委托生产监管的建议。
Commissioned production of cosmetics is a common type of production.There are complex and diverse forms in actual production.We analyzed six modes of current commissioned production of cosmetics from the production,procurement and filling of semi-finished product,found the quality,safety risks and responsibility under various modes,analyzed the main problems and risks in current commissioned production supervision,and proposed suggestions to strengthen commissioned production supervision by implementing the quality and safety responsibilities on cosmetics registrants and recorders.
