摘要
国际性体育赛事恐怖袭击事件时有发生,不仅给事发地造成巨大恐慌,给世界和平造成巨大威胁,也给国际性体育赛事的安全保障工作带来严峻挑战。本文尝试运用风险管理理论和多中心治理理论,从国际性体育赛事集聚性、传播性和政治性出发,分析国际性体育赛事成为恐怖主义袭击目标的原因,包括参与人数众多、公众人物云集、受关注程度高、全球范围吸睛,以及政治化存在、易成为表达诉求渠道等。国际性体育赛事恐怖主义的生成包含结构性、主体性和客体性因素。借鉴国际性体育赛事反恐体系建设的经验教训,提出我国对国际性体育赛事的反恐应对策略,包括反恐应对的组织体系、科学规划、分级布控和统合协调四个方面。
Terrorist attacks in international sports events frequently,which not only causes great panic in the affected areas and induces a huge threat to world peace,but also brings serious challenges for unsafety and security of international sports events.This study attempts to use risk management theory and polycentric governance theory to analyze the reasons why international sports events are prone to terrorist attacks in light of the events’clustering,dissemination,and political attributes.The causes may include large numbers of participants and public fgures,high levels of attention from home and abroad,and politicization of the events themselves,which can become easy channels for expressing political opinions and demands.Therefore,this study sheds light on the causes of terrorism in international sports events,which may be categoraized into three factors,such as“structural”,“subjective”and“objective”.By studying the experience and lessons from anti-terrorism system development in sports events abroad,a set of strategies for China's antiterrorism response are put forward ininternational sports events,in terms of organizational structure,scientifc planning,hierarchical control,and integrated coordination.
