摘要
云南省以农业水价综合改革经验为蓝本,遵循“先建机制、后建工程”的原则,全面推广农田水利改革试点经验,紧紧抓住农业水价综合改革这一“牛鼻子”,不断优化农业水资源管理的相关制度,探索多元化的改革政策供给,建立农业水价综合改革系统机制,促进农业用水节约集约利用,保证水利工程可持续运行,引导社会资本参与增强市场活力,加快推进灌区现代化发展。
Based on the experience of agricultural water pricing reform and following the principle of“mechanism prior to projects”,Yunnan Province comprehensively promotes the pilot experience of agricultural water conservancy reform,firmly grasps the key points of comprehensive agricultural water pricing reform,continuously optimizes the relevant systems of agricultural water resource management,explores diversified reform policy supply,establishes a comprehensive agricultural water pricing reform system mechanism,and promotes the conservation and intensive use of agricultural water,ensures the sustainable operation of water conservancy projects,guides social capital to participate in enhancing market vitality,and accelerates the modernization development of irrigation districts.
