摘要
纪检监察学作为学科交叉的产物,不是纪检学与监察学的简单叠加,而是有着独立研究对象的法学门类一级学科。从知识谱系上说,狭义的纪检监察学是关于履行纪检监察专责的学问,研究内容以监督为主线,囊括党内监督与国家监察的有机衔接、相关制度、运行机制等。贯彻纪检、监察融合的思维,纪检监察学的研究对象除了纪检监察的理论、制度、规范、行为以及承载它们的廉洁文化,还应包括纪检监察主体和纪检监察的内外部关系。纪检监察学科的独立性决定了其专业建设和课程建设的多元面向,它一方面需要回应我国纪检监察体制改革实践,另一方面需要致力于推动纪检监察工作高质量发展的目标实现。但是,当前纪检监察的基本理论研究与实践需求的互动性不强、纪检与监察融通性的研究不足等现状不同程度地阻碍纪检监察学的发展,在学科建设的探索上亦存在整体规划不足的问题,其中过分依赖传统法学学科、师资力量不足、课程开发滞后、课程设置缺乏体系化的倾向尤为明显。因此,基于学科建设与专业建设的辩证关系,纪检监察学的学科建设需要将学科和专业作为有机整体进行“一体化”顶层设计:一方面,在国家层面强化学科建设指引、加大课程开发力度,在凸显纪检监察学科独立性的前提下制定严格的学科体系考评标准,以高起点和后发优势推动学科建设高质量发展;另一方面,在专业设置和教学上,要紧扣纪检监察人才培养需求,强化学科建设的实用价值,探索多元的“校-地”合作范式。
Discipline inspection and supervision,as the product of interdisciplinary studies,is not a simple superposition of discipline inspection and supervision,but a fi rst-level discipline of law with independent research objects.Discipline inspection and supervision science in the narrow sense is a science about the fulfi llment of discipline inspection and supervision.It takes supervision as the main line,and takes the system,operation mechanism and organic connection of inner-party supervision and national supervision as the research content.Implemeting the thinking of integrating discipline inspection and supervision,the research objects of discipline inspection and supervision not only include the theory,system,norms,behavioral,and integrity culture of discipline inspection and supervision,but also include discipline inspection and supervision subject and internal and external relations.The independence of discipline of discipline inspection and supervision determines the diverse aspects of its professional and curriculum construction.On the one hand,discipline construction needs to respond to the practice of discipline inspection and supervision system reform in China,on the other hard,discipline construction needs to be committed to promoting high-quality development of discipline inspection and supervision.However,the current situation of weak interaction between the basic theoretical research and practical needs of disciplinary inspection and supervision,as well as insuffi cient reason on the integration of disciplinary inspection and supervision,has hindered the development of disciplinary inspection and supervision to varying dgrees,which rely too much on law subject,lack of teachers,curriculum development lags behind,the lack of a systematic curriculum and tend to be particularly.Therefore,based on the dialectical relationship between discipline construction and professional construction,the subject construction of discipline inspection in need of disciplines and specialties as an organic whole“integratio
