摘要
印度尼西亚雅加达—万隆高速铁路建设采用国际常用的EPC模式,合同模板采用FIDIC设计采购施工合同条件(银皮书),监理咨询合同模板采用FIDIC业主/咨询工程师标准服务协议书条件(白皮书)。在该合同条件下,监理模式与我国贯行的铁路建设监理制度存在差异,合同中所赋予监理咨询单位的职责、权限也有所不同。基于该项目介绍监理咨询所采用的工作模式、机构设置、工作内容、职责范围,对于该模式下的监理咨询工作成效进行研究及分析,总结创新实践过程中所取得的经验成果,探索海外EPC项目中监理咨询单位的工作模式和效果,为境外铁路工程项目监理咨询工作的开展及铁路监理咨询行业的发展改革提供经验参考。
The EPC mode commonly utilized globally is employed for the construction of the Jakarta-Bandung HSR in Indonesia.The contract template is based on the FIDIC Conditions of Contract for Engineering,Procurement,and Construction Projects(Silver Book).Additionally,the supervision consulting contract template is based on the FIDIC Client/Consultant Model Services Agreement(White Book).The supervision mode under these contract conditions differs from the railway construction supervision system implemented in China,and the responsibilities and authorities assigned to the supervision consulting company in the contract are also different.Based on the Jakarta-Bandung HSR Project,this paper elaborates on the working mode,organization structure,work content,and scope of responsibilities of supervision consulting,studies and analyzes the effectiveness of supervision consulting under this mode,summarizes the experience and results obtained in the process of innovative practices,and explores the working mode and effect of supervision consulting companies in overseas EPC projects,providing experience and reference for the development of supervision consulting in overseas railway engineering projects and the development and reform of the railway supervision consulting industry.
