2013—2022年南京市职业病诊断鉴定工作情况分析

摘要 目的了解南京市职业病首次鉴定情况,分析诊断与鉴定中存在问题并提出对策。方法收集并分析2013年4月—2022年12月南京医学会医疗事故技术鉴定办公室接收的申请职业病首次鉴定的案件资料。结果申请197例中共完成131例、中止55例,中止原因均为用人单位不缴纳鉴定费,诊断与鉴定不一致率8.40%,存在劳动者滥用申请权的情况。结论应尽快出台职业病鉴定收费标准,完善监督执法;优化诊断流程,加强专家培训,降低不一致率。同时合理限定劳动者申请权,避免资源浪费。 Objective To understand the first appraisal of occupational diseases in Nanjing,analyze problems in diagnosis and appraisal,and propose countermeasures.Methods The paper collected and analyzed case data of the first occupational disease appraisal from April 2013 to December 2022.Results 131 of 197 cases were completed and 55 cases were suspended,with reason for suspension of employer not paying appraisal fees,inconsistency rate between diagnosis and appraisal was 8.40%,there was situation workers abused their application rights.Conclusion It is necessary to introduce fee standards for occupational disease appraisal as soon as possible,improve supervision and law enforcement,optimize diagnostic process,strengthen expert training,and reduce inconsistency rates.At the same time,application rights of workers should be limited reasonably to avoid resource waste.
