摘要
在全球气候变化、地缘政治紧张局势不断加剧以及新冠疫情的多重冲击下,各国社会经济发展面临许多风险和不确定性,科技创新系统也受到影响。本文基于经合组织2023年3月发布的《2023年科学、技术和创新展望》报告与科技政策调研信息,分析美国和欧盟等国家、地区在应对多重危机与挑战中采取的科技创新政策,以及这些政策所呈现的趋势,其对我国积极、有效地利用科技创新应对未来危机的启示。
Under the multiple impacts of global climate change,increasing geopolitical tensions,and the COVID-19 pandemic,countries around the world are confronted with numerous risks and uncertainties in their socio-economic development.Additionally,science,technology and innovation systems are encountering significant challenges.This article examines the science,technology,and innovation policies implemented by countries and regions such as the United States and the European Union in response to multiple crises and challenges based on the OECD“Science,Technology and Innovation Outlook 2023”report and science and technology policy investigation.It also discusses the trends presented by these policies and explores the implication for China to actively and effectively utilize science,technology,and innovation to address future crises.
