摘要
我国“双碳”专业人才包括碳相关业务领域专业人才、从事能源管理及节能减排等工作的人员,以及从事节能减排、能源替代、应对气候变化等教学科研、决策咨询、执法监察等相关机构从业人员。推动实施“碳达峰碳中和”战略的相关政策对“双碳”人才培养提出迫切需求和具体要求。当前,“双碳”专业人才队伍建设面临能源环境类人才供不应求、新增“双碳”专业人才培养尚需一定周期、“双碳”产学研领军创新型专业人才紧缺、“双碳”职业资格和职称评价体系还需健全等挑战和问题。提升高素质专业化“双碳”人才队伍质量,需构建清晰人才培养路径。需打造“三类人才”,即积极支持培养“双碳”科技创新人才、提质规范培养“双碳”专业技术人才、创新引领培养职业技能人才;创新“三项人才培养机制”,即“双碳”产学研融合培养机制、碳排放单位碳管理负责人机制、“双碳”专业人才继续教育支撑机制。
China’s“dual carbon”professionals include professionals in carbon-related business fields,staff engaged in energy management and energy conservation and emission reduction in energy use units,and staff involved in management,teaching,scientific research,consulting,law enforcement,and supervision of energy conservation and emission reduction,energy substitution,regional climate change and other related institutions.The relevant policies to promote the implementation of the“carbon peak and carbon neutrality”strategy put forward urgent needs and specific requirements for training“dual carbon”talents.At present,the construction of the“dual carbon”professional talent team faces challenges and problems,such as the shortage of energy and environment talents,the need for a certain period of training new“dual carbon”professional talents,the shortage of leading innovative professionals,and the need to improve the“dual carbon”professional qualification and title evaluation system.To enhance the quality of the high-quality professional“dual carbon”talent team,we should build a clear talent training path.It is necessary to“create three kinds of talents”,that is,actively support the training of“dual carbon”scientific and technological innovation talents,improve the quality and standard of training“dual carbon”professional and technical talents,and innovate the training of vocational skills talents;to“innovate three mechanisms”,namely,training mechanism of production,university and research integration,mechanism of carbon manager in carbon emission units,and continuing education support mechanism.
