摘要
针对当前武器装备采办与研发过程数字化水平不高,难以实现各部门之间跨学科、跨专业、跨领域协同的问题,剖析了美军实施数字工程战略的背景,从历史沿革、外部环境、内部举措等方面归纳了美军数字工程战略的实施状况;数字工程战略使美军从管理模式实现跨层级穿透、研发模式实现跨专业耦合、生产模式实现跨阶段研判、组织模式实现跨领域联合四个方面带来能力提升,得出未来武器装备建设的数字化转型应强化顶层设计、重视发展方法、布局关键技术的结论。
In response to the current low level of digitalization in the procurement and research and development process of weapons and equipment,which makes it difficult to achieve interdisciplinary,cross professional,and cross domain collaboration among various departments,the background of the US military's implementation of digital engineering strategy is analyzed,and the implementation status of the US military's digital engineering strategy from the aspects of historical evolution,external environment,and internal measures is included.The digital engineering strategy enables the US military to enhance its capabilities in four aspects,cross level penetration in management mode,cross professional coupling in research and development mode,cross stage analysis and judgment in production mode,and cross domain collaboration in organizational mode.It is concluded that the digital transformation of future weapons and equipment construction should strengthen top-level design,attach importance to development methods,and lay out key technologies.
