摘要
数据要素是数字时代关键的生产要素,构建国家数据安全治理体系是统筹发展与安全的应有之义,具有重要的经济社会发展意义。近年来,我国数据安全治理体系加速发展,主要表现为数据安全治理机制不断健全以及数据安全领域法律法规不断完善。然而,数据安全治理是一项复杂的系统工程,治理体系的短板同样值得关注。在分析我国数据安全面临的严峻挑战以及目前数据安全治理体系的发展与不足的基础上,建议:完善数据安全治理的顶层设计,建设多方协同的数据安全治理体系,强化数据安全治理的技术保障能力。
Data element is the key production factor in the digital era,and building a national data security governance system is es-sential for coordinating development and security,holding significant economic and social development significance.In recent years,China's data security governance system has accelerated its development,mainly demonstrated by the continuous improvement of data security gov-ernance mechanisms and the ongoing refinement of laws and regulations in the field of data security.However,data security governance is a complex system engineering,and the shortcomings of the governance system are also worthy of attention.Based on an analysis of the severe challenges facing data security in China and the current development and shortcomings of the data security governance system,this article suggests:improving the top-level design of data security governance,constructing a multi-party collaborative data security governance sys-tem,and strengthening the technical support capabilities of data security governance.
