摘要
2022年以来,以ChatGPT为代表的生成式人工智能应用竞相问世,标志着智能传播进入新的发展阶段。在全球治理文化转向的背景下,智能传播在全球文化治理中兼具手段与对象的双重角色。智能传播以其强大的数据采集、处理和分析能力,强大而便捷的内容再开发、加工、生产和传播能力,强大的语言理解和翻译能力,表现出强技术赋能效应而被视为全球文化治理的新手段;与此同时,由于使用过程中不可避免地带有数字殖民、数据与算法偏见、虚假信息等问题,智能传播自然成为全球文化治理的对象,需要从技术伦理、政府规制、行业监管、媒介素养等方面规避和防范可能的风险。
Since 2022,generative AI applications represented by ChatGPT have competed with each other,marking a new stage in the development of intelligent communication.Against the backdrop of a cultural turn in global governance,intelligent communication plays the dual role of both means and object in global cultural governance.Intelligent communication is regarded as a new means of global cultural governance because of its powerful data collection,processing and analysis capabilities,powerful and convenient content redevelopment,processing,production and dissemination capabilities,and powerful language understanding and translation capabilities,which show a strong technological empowerment effect;at the same time,due to the inevitable digital colonization,bias of data and algorithms,false information and other problems in the process of use,intelligent communication has naturally become an object of global cultural governance,and needs to be used for both means and objects.At the same time,due to the inevitable problems of digital colonization,data and algorithmic bias,and false information in the process of use,intelligent communication has also naturally become an object of global cultural governance,which requires avoiding and preventing possible risks in terms of technological ethics,governmental regulation,industry supervision,and media literacy.
