国际油气开发地面工程合同及集输处理服务导鉴

摘要 国际油气田勘探开发地面工程领域是非常庞杂的业务领域,在科技与经济全球化的大背景下,中国石油积极开拓海外地面工程建设业务,大庆油田已与中东及俄罗斯等地区就复合驱项目签署国际合作框架协议,走出去战略不断推进。通过对比研究国内、外地面工程合同条款,发现差异主要体现在国际合同界定的工作范围更具体明确、进度和时间节点要求更清晰、抗风险性更强等方面。国际技术垄断可以依据交换技术的内容和条件不对等进行澄清和自我保护;充分了解国际地面工程合同条款及国际合作注意事项,有利于技术人员填补知识弱项、消除经验盲区,规避被投资方界定技术垄断的风险,有利于将油田地面工程业务与国际业务接轨,更好地服务于开拓外部合作市场。 The field of surface engineering for international oil and gas field exploration and development is a very complex business field.With the globalization of technology and economy,PetroChina has been actively expanding its overseas surface engineering business.Daqing Oilfield has signed international cooperation framework agreements with the Middle East,Russia,and other regions on composite flooding projects.The strategy of going global has been pushed forward.By comparing the foreign and domestic surface engineering contracts,the differences are mainly reflected in the clearer scope of work in international contracts,clearer time nodes,and stronger risk resistance and so on.International technological monopolies can clarify and protect themselves by judging that the content and conditions of exchanged technology are not equal.Fully understanding the terms of international surface engineering contracts and matters needing attention in international cooperation will be helpful for technicians to fill the weak points of knowledge,eliminate the blind area of experience,avoid the risk of technology monopoly defined by the investors,integrate the oilfield business with international business,and serve the development of external cooperation market better.
