摘要
跨学科研究合作是大学智库开展政策知识生产的重要科研形式。深入探究世界一流大学智库跨学科研究合作的关键要素与运行策略,对于促进大学智库研究成果满足政府决策需求的实现具有重要意义。对美国5所世界一流大学智库进行案例分析发现,跨学科研究合作的关键要素主要有发展理念要素、研究人才要素、研究对象要素、研究资金要素、研究技术要素和研究平台要素。通过制定并运行发展规划指导、多元化人才聚集、团队知识共享、科研资源协同、研究成果管理等策略,促进了大学智库跨学科研究合作关键要素的有机融合和政策知识生产的有效实现。美国5所世界一流大学智库跨学科研究合作的经验,为我国特色新型大学智库建设提供了诸如坚持问题解决导向,建立中国特色的“旋转门”机制,重视非正式沟通网络在跨学科研究合作中的作用,整合校内、校外两个层面资源,健全大学智库治理结构等启示。
Interdisciplinary research cooperation is an important scientific research form for univer⁃sity-affiliated think tanks to carry out policy knowledge production.It is of great significance to ex⁃plore the key elements and operation strategies of interdisciplinary research cooperation of world-class university-affiliated think tanks for the realization of university-affiliated think tank research results to meet the needs of government decision-making.It takes 5 world-class university-affiliated think tanks in the United States as case studies,and finds that the key elements of interdisciplinary research cooperation mainly include:development concept,research talent,research object,research capital,re⁃search technology and research platform.Moreover,through the formulation and operation of develop⁃ment planning guidance,diversified talent gathering,team knowledge sharing,scientific research re⁃source coordination,research results management and other strategies,the organic integration of key el⁃ements of interdisciplinary research cooperation of university-affiliated think tanks and the effective realization of policy knowledge production are promoted.The experience of interdisciplinary research cooperation of five world-class American University-affiliated think tanks provides many enlighten⁃ments for the construction of a new type of University-affiliated think tank with Chinese characteris⁃tics,such as adhering to the problem solving orientation,establishing a“revolving door”mechanism with Chinese characteristics,attaching importance to the role of informal communication network in in⁃terdisciplinary research cooperation,integrating resources at both campus and off-campus levels,and improving the governance structure of University-affiliated think tanks.
