摘要
为了节能减排、减少温室气体污染,碳排放权交易市场是一种有效的手段,评估碳排放权的价值意义重大。将碳排放权视作生产要素,从要素投入的角度,采用超越对数生产函数测算了碳排放权影子价格,并采用2种不同参数估计方法来消除共线性,评估了2001-2019年湖北省碳排放权的价值。结果表明:运用岭回归参数估计的影子价格法可以使得多重共线性的不良影响得以消除,该方法更适合碳排放权的价值评估;湖北省碳排放权影子价格逐年上升,且实际价格受市场影响低于影子价格,符合我国现状,说明影子价格可以作为碳排放权定价的参考。
In order to save energy,reduce emissions,and reduce greenhouse gas pollution,the carbon emission trading market is an effective means,and evaluating the value of carbon emission rights is of great significance.The paper regards carbon emission rights as a factor of production.From the perspective of factor input,a transcendental logarithmic production function is used to calculate the shadow price of carbon emission rights.Two different parameter estimation methods are used to eliminate collinearity,and the value of carbon emission rights in Hubei Province from 2001 to 2019 is evaluated.The results indicate that the shadow price method using ridge regression parameter estimation can eliminate the adverse effects of multicollinearity,and this method is more suitable for evaluating the value of carbon emission rights;The shadow price of carbon emission rights in Hubei Province has been increasing year by year,and the actual price is lower than the shadow price due to market influence,which is in line with the current situation in China.This indicates that the shadow price can be used as a reference for carbon emission rights pricing.
